No, and it isn't a promise: it's how it works. The cut-out runs inside your browser, so the photo never leaves for a server — ours or anyone else's. The only thing your browser downloads is the model (~98 MB, the first time), which then stays in memory for the next times.
How good are the edges?
The model handles hard details like hair, fur and transparency. In the editor you can then refine the edge by hand with the restore brush.
How heavy is the first time?
The model is about 98 MB and downloads once: from the second image on it starts right away. On mobile data it's better to know in advance — that's why it's written here instead of after.
Can I change the background after removing it?
